About the LAA for 2007/2010
In March 2007, partners across Staffordshire approved the Local Area Agreement for the period 2007 to 2010. The agreement was officially signed by Ministers at a signing ceremony in London on the 29th March.
The LAA for 2007/2010 is a three year agreement between central Government and the local authorities, and other partners in an area. It represents a fundamental change in the relationship between central government and local areas, to devolve greater decision making and flexibility to a local area so that local, joint action can be taken on local priorities.
Why did we undertake the LAA?
The LAA was designed to deliver improved outcomes, which met the needs of local areas by:
- Encouraging partnerships to reach a shared view of the outcomes for their areas;
- Sustaining the focus of different public, private and voluntary sector agencies working in partnership on the right priorities for local people;
- Allowing dialogue with Government for areas to agree freedoms and flexibilities;
- Removing bureaucracy and simplifying reporting and different funding streams;
- Promoting better partnership working;
- Ensuring the outcomes in community strategies are delivered;
- Improving efficiency so that funds can be released for frontline services.
Ultimately, the LAA supported efforts to address issues which concern local Staffordshire people and communities, and give partners greater flexibility to target resources where they are needed most.
How is the LAA structured?
The LAA is based around five priority areas. Each of these priority areas has an associated Thematic Partnership, each of which has a Block Lead:
- Children and Young People
- Safer and Stronger Communities
- Healthier Communities and Older People
- Economic Development and Enterprise
- Sustainable Development
The targets under these themes are set for three years. Importantly, whilst the LAA may be structured around these five themes many of the targets will cut across the themes.
